House; Seimei is most adept to House Loki. Though his sense of humor is dry (and reserved for a very small number of people), and thus is not much of a jokester, Seimei is extremely deceptive. In canon, many different characters describe what sort of person Seimei truly was. And every single explanation they give is almost entirely unique and only loosely related to what other people know about him. Even readers are not yet clear on which "side" of Seimei is his true self, due to how thoroughly he weaves lies and warps interpretations. Also taking further from the Loki mythos, Loki was an extremely popular and well-loved guy amongst all of the gods, even though they knew he was going to be the cause of Ragnarok. Seimei, as "Beloved", often draws people into his schemes through sheer force of personality and charisma in much the same way.
Power; Telepathy! Also very apropos of Seimei. While powers should not match canon powers for the sake of matching canon, they are very similar to the hints of his power back home. Instilling fear, distrust, admiration, love... all of these feelings and thoughts will only serve to help Seimei as he pours into the grey world of Asgard.
Personality; It is extraordinarily easy to paint Seimei Aoyagi as a psychopath or as a simple villain. This is a very serious misconception, however, because Seimei is shown to be much more complicated a player in the grand chess game occurring in Loveless. Particularly more so than the common fan belief that he is hell-bent on nothing but destruction for destruction's sake.
Seimei is an extremely two-faced person (or rather, multi-faced - he has a unique way to approach nearly everyone he meets) and shows many great contradictions to others. It's a definitive aspect of his character, and it's touched upon by every character that has ever spoken to him. Ritsuka knew him as a loving, doting, and protective family member. Soubi recognized him as a god-like figure, too startled by Seimei's harsh treatment and firm judgments to dare criticize him. Mikado of Moonless was his close friend once before, only to have Seimei turn on her and abuse her, all without giving her a "reason". Septimal Moon is absolutely certain that Seimei must be executed, and that he is a man who only has the intentions to destroy.
When Seimei was revealed to be alive, he was able to speak for himself. When speaking to Nisei (rather, when giving Nisei orders), he would treat his natural Fighter like a loyal working dog rather than an equal. "I am not your Sacrifice, you are my Fighter" was what he said when scolding Nisei, showing a clear establishment of Seimei's dominance and ownership of Nisei and a firm reminder to the man that he held no right to claim Seimei. He also speaks this way to Soubi, reinforcing his ownership by making Soubi be silent and obey wordlessly to his every command. He explains before they infiltrate Septimal Moon's headquarters, named Gora, that he cares only about Ritsuka because Ritsuka is the only other "human" and as such, the only other person who is Seimei's equal.
However, this behavior currently does not extend beyond his natural Fighter (Nisei) or his blank Fighter (Soubi). He makes no claims of possession on any other people, nor does he proclaim ownership of allies. He calls Ritsuka "my Ritsuka", but it isn't in the same context: whereas he cares nothing for what Nisei and Soubi think of him outside of their loyalty, he begs for Ritsuka's forgiveness for any and all slights. Ritsuka is his equal, and he feels as though Ritsuka is as entitled to him as Seimei is entitled to Ritsuka. He is very possessive, and is extremely frightful of losing Ritsuka's love. He is also extremely angry when Soubi's loyalty wavers, but unlike with Ritsuka, Seimei will grasp Soubi firmly with his hands or with his words to regain control.
It's shown that Seimei is more than capable of being friendly and affectionate. Ritsuka has very fond memories of him, and most of the people who knew Seimei were very happy to be around him. He doesn't appear to fake his emotional reactions as many sociopaths are known to do, as he clearly expresses and experiences frustration at the loss of control and delights in sharing Ritsuka's company. He rationalizes much of what he thinks and does, but he isn't devoid of emotion the way much of the fandom likes to paint him. He plans meticulously, seemingly random impulses often revealed as part of a greater scheme, but his emotional quirks are quite plain and easy to recognize, and certainly don't appear to be faked. He is very expressive even when not in the presence of others directly, such as when he was wandering the halls of Gora alone and expressing frustration and childish pouting; it's no act. However, his expressiveness is very difficult for others to decipher, due to how differently he approaches others. Hatsu of Faceless, a woman with the power to read anyone's face and find their "true self", is incapable of deciphering Seimei. This may speak to Seimei's power as Beloved, or it may speak to Seimei's enigmatic nature, and is yet unexplained.
Because of how discreet and multi-faced Seimei is, and how much he's clearly willing to use others as pawns, there is an implication of something larger in the works. He befriends the correct people to have the most convenience on his side, and he sets up their roles with just enough information for them to do their job without flubbing the larger plan. While it might not be clear whether or not Seimei wants destruction for destruction's sake as Nagisa stated, it does appear that he wishes to either severely cripple or destroy the organization of Septimal Moon itself. Motivations are yet unrevealed, but Seimei clearly had the intention of setting Ritsuka against them as well, staging his murder and citing them as the cause (not that such a move was entirely false, as Septimal Moon absolutely intended to kill him). Most of Seimei's most gruesome violence is against others within Septimal Moon: Moonless was raped by him and then tormented further by having no "reason" for her to cling to and cope with, Minami Ritsu had his eyes slashed in a physical confrontation with Seimei, and it's heavily implied that he has killed many others in the past, particularly those of Septimal Moon. He further enacts violence agains the organization by turning those who already hate it against it and pushing them into action.
The very fact that Seimei can easily resort to such methods and express no remorse is horrific. They are simple tools to manipulate the playing field and direct people where he wishes them to be, though they are reserved for the "appropriate moment". He shows no empathy for his victims outwardly, and is able to act in the same emotionally hardened manner as he does speaking casually with anyone else. This makes him very eerie in most circumstances, as even Ritsuka from before the "murder" would notice things about Seimei that were extremely suspicious; for instance, Seimei commented that he didn't feel the slightest bit bad for reading their mother's diary, since it was "her fault" that it was written down to read. This didn't stop many people from being very fond of him, however, because he does know how to be a well-loved friend. He is very polite, which is always the first comment most characters make about him, such as Fearless' Sacrifice who knew nothing about him other than his first impressions.
Seimei thinks of himself as entirely justified in his actions, as well. In the extra chapter where he speaks to Ritsuka, explaining that Misaki is at fault for having written down her secrets in a diary in the first place, Ritsuka argues with him and he doesn't at all feel in the wrong. He rationalizes that secrets are not secrets if they're told to others or written where they can be found. It was hinted earlier in the series, when Seimei was still presumed dead. He played an MMORPG titled Wisdom Resurrection, selecting Paladin as his class and meticulously working to fulfill that roll, protecting other weaker players and sharing treasure with them fairly. It shows that he was playing the righteous knight, and the act as Seimei the Paladin may have been an allegory for his perception of his battle against Septimal Moon: he is facing off against a force of evil, and the organization known as Septimal Moon certainly has the activities of a villainous group with its human experiments and brutal training procedures.
Unlike a confident Paladin, however, Seimei expresses much caution and paranoia. Justified, of course, as Septimal Moon fully intended to have him executed; but he acted highly suspicious of them and their perception was painted quite thoroughly by his behavior around them. When Ritsuka explains how physically affectionate Seimei was with him, they are surprised to hear it. Seimei acted like a mysophobic person in refusing to eat anything that Septimal Moon provided, to eat around other people altogether, or allow anyone close enough when he was sleeping or to touch him while he was awake. This is not only contrary to Ritsuka's account of him gently hugging and touching Ritsuka in a harmless manner, it's shown to not be entirely the case. Once again, with his Fighters, he establishes dominance by grabbing them and using his hands to lead them. He rejected Soubi once for touching him affectionately, but never spoke up when he offered his hand with the intention for Soubi to take it. Touch is an extremely important form of communication for Seimei, as it shows his extreme distrust of Septimal Moon, establishes his dominance over his Fighters, and expresses trust and love for Ritsuka. Seimei uses body language as deliberately as he uses words.
In totality, Seimei is extremely good at reading people and predicting their actions and emotional reactions. He sends people in some directions, knowing that the organization will be so frightfully focused on Seimei and Nisei during their raid on Gora that Bloodless will be able to slip in unnoticed and steal a member and some data. He knows how to speak to certain people to have them think of him in very specific ways. He knew very clearly what to tell Mikado ("I have no reason for what I did") to make her hate him, and was very deliberate. Mikado is not wrong to assume that he wasn't doing it randomly, and her rage is not misplaced because almost nothing Seimei does is random or impulsive.
It's important to note that interpretations of Seimei's character are extremely liable to change. Yun Kouga is a slow writer, but every appearance by Seimei is a dramatic reveal of his character, raising more questions about his methods and currently unknown intentions and the nature of his actions in the scheme of the setting. Seimei is not a mindless killer, but he is a dangerous figure making a deadly move against an established organization. He is currently painted the villain, but he could yet be revealed as a revolutionary in this current conspiracy thriller called Loveless. All reveals to come in future chapters will be incorporated into Seimei's character post-haste, and I fully intend to keep a copy of my application on my journal, which will include any changes to this analysis given new chapters.

Log Sample; Seimei kept his calm upon arrival. He said nothing to the maid as she presented him with the bracelet, and what paltry information she had for him to begin with. It reminded him quite a bit of the start of several video game plots, in fact. But that was not an amusing or comforting thought to him. He stepped out of the circle and into the grey of the room, leaving the building with little hesitation to scope his surroundings after suddenly being abducted. But he was taken in order to 'introduce color' into the world, and from the looks of it, it was quite a literal request.
It was an interesting proposition, at the very least. He did find it all too easy to shape and alter a person's perceptions of oneself to suit any need. He smiled thoughtfully as he walked by the residents, grey and dull, though they did seem to flicker ever so faintly just by looking at him. Given that nobody seemed to have ears and a tail, that alone may have been a factor, even if they faded back into grey as they turned their gazes away and politely shuffled off to go about their lives. "How positively dream-like," Seimei remarked, strolling through the very old-world European architecture. "Like a premise for a fantasy video game or manga," he continued to remark, to no one in particular. He watched, curious to study the reactions of the grey people around him. They glanced, as discreetly as possible, like any normal person does when someone is speaking presumably to no one. But they showed nearly no signs of a permanent change in color, if even the slightest hint of color at all. As he kept walking, he was seeing more and more of them with color out and about, and he could only assume that perhaps someone else with a similar job assigned to them had been working.
"It's either difficult or they're simply slow," he remarked, voice lilting in amusement. Would their colors be harsh if he treated them poorly? Would they be soft and glowing if he was friendly with them, like he was with the strangers he met online? They were barely human at all, he could likely become very close to them and brighten them considerably with no fear of ulterior motive. And then, if he cut the ties, what would happen? Would they go grey again? If he destroyed them, would they become even more enriched with color and life as they suffered? There were a lot of possibilities, and the more grey he saw, he found himself even less and less concerned with what the local 'people' might feel, since their current hell was feeling nothing at all. My, did that ever remind him of someone. He commented a final time before he pulled up his map to decide where to move, "We shall see what sorts of colors I can get out of them."
